The Dallas Selma Community Action & Community Development Corporation, Inc; a
non-profit organization, was chartered in March 1966 under the Non-Profit Corporation
Act of the State of Alabama. The purpose of this organization is to conduct programs
with respect to community empowerment, community services, community
development, energy impact, economic development, community housing needs,
education and job training, social and health services, transportation, human resource
planning and coordination, and early childhood development. Total quality programming
is a goal that this Corporation strives daily to maintain. Employees consider it
important to not only know their job and it's responsibilities, but also know how to
implement, improve and coordinate activities to fulfill the total program objectives.
The Weatherization Assistance Program enables low-income families to permanently reduce
their energy bills by making their homes more energy efficient. The program weatherizes an
average of 50 to 80 house per year with the help of funds provided by Alabama Power Company
(Censable Energy Program). Work ranges from under skirting, replacing windows, exit and
entrance doors, repairing or replacing roofs, etc. The goal of the program is to reduce air

Low Income Home Energy Assistance (LIHEAP) this program is designed to assist
low income households with the rising costs of heating and cooling bills. The program
includes an energy conservation counseling and financial management component to
give the applicants usable information on reducing heating and cooling costs. Eligible
households are provided are provided financial assistance in the form of payment to
utility vendors for heating and cooling costs during the winter and summer months.

Alabama Business Charitable Trust Fund, Inc. (ABC Trust) contracts with
local agencies to administer two energy assistance programs, the Emergency
Cooling and Emergency Energy Assistance program. Emergency Cooling
Assistance program provides assistance with electric utility bills during the
cooling season. The Emergency Energy Assistance program provides
assistance with energy bills during any time of the year to those who have
had their income interrupted, such as the recently unemployed; people who
have become ill or injured and suffered a partial or total loss of income and
people experiencing an unforeseen financial crisis. Persons who are 60 and
older and meet the income criteria, qualify for assistance from both programs.
Community Services Block Grant Programs (CSBG)
The Corporation's community programs are funded by monies received from the
Community Services Block Grant (CSBG). CSBG funds are distributed through the State of
Alabama' Department of Economic and Community Affairs Community Services Division.
Dallas-Selma CA & CDC, Inc. receives funding to support a variety of activities and
programs aimed at assisting low-income families. Our programs are designed based on a
Community Needs Assessment and we are required to submit an annual administrative
and programmatic packages specifying how we propose to utilize CSBG funds. The programs
below are administered under CSBG.
Emergency Assistance Provides services to assist clients with
food, rental and mortgage counseling
and payments if funds are available in

Adult Day Care/CARES Program Provides services to senior citizens ages 60 and over to come to the center and mingle with others and participate in various activities such as quilting, arts & crafts, playing games and good conversation. Housing Counseling Program
Provides comprehensive counseling and intervention services that may assist
consumers in improving their housing conditions and meet the responsibilities of home
ownership and tenancy. This program is worked in conjunction wit HUD and the Alabama
Housing Authority. Counseling is provided to 1st time home buyers, rentals and home
owners.
Medicaid Waiver and Homemaker services program provides in-home health related assistance including personal
hygeine assistance to eligible senior citizens. The programs make it possible for senior citizens to remain in their home
or family home environment thereby reducing the chance for nursing home placement. For more information contact

Project Share Program this program assist clients with utility bills. This program is administered in Choctaw County.
The City of Selma Outreach Program in conjunctioin with the Ministerial Alliance (Faith Base) programs assist in referrals
assist with persons who are homeless in Dallas County.
